ST. PAUL, Minnesota, Oct. 16 -- Gov. Tim Walz, D-Minnesota, issued the following proclamation: WHEREAS: Dr. Norman Ernest Borlaug was born March 25, 1914, on a farm in Iowa. He received a bachelor's degree in forestry from the University of Minnesota in 1937 and then started work with the U.S. Forestry Service at stations located in Massachusetts and Idaho.
