WASHINGTON, Oct. 14 -- The Congressional Budget Office issued the following cost estimate for the Quiet Skies Act (H.R. 9530).

H.R. 9530 would require the Department of Transportation (DOT) to issue a final rule, within 18 months of enactment, that prohibits passengers from talking on cellular phones during commercial flights. The FAA Reauthorization Act of 2018 (Public Law 115-254) already requires DOT to issue such a rule but sets no deadline. Current regulation . . .
