WASHINGTON, Sept. 18 -- The Congressional Budget Office issued the following cost estimate on Sept. 17, 2026, for the HEIRS Act of 2025 (H.R. 1640).

H.R. 1640 would authorize the Department of Housing and Urban Development (HUD) to establish two grant programs that would provide legal assistance to owners of heirs' property (property inherited by multiple people from an owner who died without a will):
