Congress Prepares to Miss Another Budget Deadline

Lawmakers returning from state and district work periods in a few weeks will consider two plans to keep the government open past the Sept. 30 end of the fiscal year: A House-passed bill extending funds through Dec. 4, and a Senate plan to keep the lights on until Dec. 11.
