WASHINGTON, June 26 -- The Federal Communications Commission Enforcement Bureau has issued a Notice of Apparent Liability for Forfeiture proposing a severe financial penalty against two individuals and an incorporated organization for allegedly conducting an unauthorized radio operation in the Bronx, according to agency documents released yesterday.
