WASHINGTON, June 26 -- The Federal Communications Commission Enforcement Bureau has issued a forfeiture order imposing a $20,000 penalty against Jean Boncoeur of Spring Valley, New York, for operating an unauthorized radio station (Docket No. DA 26-625).
