David Black, senior pastor and head of staff at the First Presbyterian Church of Chicago, from an April 22, 2026, hearing entitled "Funding Lapse and Security Gaps: Assessing the Harmful Impacts of the DHS Shutdown on Americans, Part II." DHS is the U.S. Department of Homeland Security.
