WASHINGTON, Feb. 20 -- The House Foreign Affairs Subcommittee on Africa released the following written testimony by Ethan Tan, a policy analyst on the American Security Team at the America First Policy Institute, from a Feb. 10, 2026, hearing entitled "Advancing Peace in DRC and Rwanda Through President Trump's Washington Accords - Part II." DRC is the Democratic Republic of the Congo.
