WASHINGTON, Sept. 16 -- The White House Office of Management and Budget issued the following statement of administration policy on Sept. 15, 2026, on a joint resolution (H.J.Res. 210) that provides for Congressional disapproval of a rule submitted by the Environmental Protection Agency relating to "California State Nonroad Engine Pollution Control Standards; Ocean-Going Vessels At-Berth; Notice of Decision".
