WEST LIBERTY, W.Va. -West Liberty University celebrated student creativity and filmmaking during its fourth annual 48-Hour Film Festival, culminating with a screening and awards ceremony Sunday, Sept. 6, at Waterfront Hall in downtown Wheeling.
