WASHINGTON, July 15 (TNSFR) -- The U.S. Department of Justice Office of the Attorney General has certified that Tennessee has maintained a qualifying postconviction capital counsel mechanism since July 1, 1997, making the state eligible for procedural benefits available under Chapter 154 of Title 28 of the U.S. Code in federal habeas corpus review of capital cases.
