WASHINGTON, July 14 (TNSFR) -- The U.S. Environmental Protection Agency has proposed approving Alabama's partial coal combustion residuals (CCR) permit program, concluding that the state's application meets Resource Conservation and Recovery Act (RCRA) standards for most provisions and would allow the state program to operate in place of much of the federal CCR permitting program if finalized.
