WASHINGTON, July 9 -- Speaking at a media briefing, New York City Mayor Zohran Kwame Mamdani detailed the emergency response to an unstable 37-story construction site on East 42nd Street after two structural columns buckled on the 21st floor. Mamdani announced that the local police department established a frozen zone from 40th to 45th Streets between First and Third avenues to halt all pedestrian and vehicular traffic.
