WASHINGTON, July 1 (TNSFR) -- The U.S. Environmental Protection Agency has approved revisions to the District of Columbia's state implementation plan that establish a federally enforceable synthetic minor air permit program, allowing qualifying facilities to limit emissions below major source thresholds while remaining subject to enforceable permit conditions under the Clean Air Act.
