ANCHORAGE, Alaska -Capt. Joel Carse relieved Capt. Christopher Culpepper as sector commander of Coast Guard Sector Western Alaska and U.S. Arctic during a change of command ceremony Friday at Joint Base Elmendorf-Richardson.
