WASHINGTON, May 31 -- New York City Mayor Zohran Mamdani announced the launch of "Block by Block," an ambitious housing plan to build 200,000 permanently rent-stabilized homes and preserve 200,000 existing ones, during an interview on the Black Information Network with Vanessa Tyler.
