WASHINGTON, May 9 -- New York City Mayor Zohran Mamdani and the Department of Housing Preservation and Development announced a $31 million judgment against landlords Karan Singh and Rajmattie Persaud for years of neglect at Robert Fulton Terrace and Fordham Towers.
