WASHINGTON, April 15 -- The White House Office of Management and Budget issued the following statement of administration policy on joint resolutions (S.J.Res. 32 and S.J.Res. 138), which provides for congressional disapproval of proposed foreign military sales to Israel, which was introduced by Sen.
