WASHINGTON, March 13 (TNSFR) -- The U.S. Department of Commerce Foreign-Trade Zones Board is reviewing a proposal from San Antonio, Texas-based Valero Energy Corp., to expand production activities at its Premcor Refining Group facility in Port Arthur, Texas.
