WASHINGTON, March 11 (TNSFR) -- The U.S. Department of Energy announced the filing of a coal capability self-certification by PowerSouth Energy Cooperative, based in Andalusia, Alabama, for the Lowman Energy Center, a baseload electric generating powerplant located in Leroy, Alabama.
