WASHINGTON, Feb. 28 -- Gov. Larry Rhoden, R-South Dakota, said that key parts of his legislative agenda advanced following Crossover Day at the South Dakota Legislature, including Senate Bill 96 to allow counties across South Dakota to opt for a half-cent sales tax to offset owner-occupied property taxes.
