WASHINGTON, Feb. 19 -- British Foreign Secretary Yvette Cooper called on the United Nations Security Council in New York to end the cycle of bloodshed in Sudan. Speaking at the United Nations, Cooper presented a fact-finding report detailing horrific accounts of sexual violence and ethnic targeting that she stated bear the hallmarks of genocide. She urged all member states to enforce and extend arms restrictions to choke off the flow of weapons to the warring military factions.
