WASHINGTON, Feb. 13 (TNSFR) -- The U.S. Department of the Interior Office of Surface Mining Reclamation and Enforcement approved an amendment to North Dakota's surface coal mining regulatory program. This final rule allows mine operators to use perfected liens or security interests in real property as collateral bonds, aligning state law with federal standards.
