Perry lecturer at the Freeman Spogli Institute Center for International Security and Cooperation, and a research fellow at the Hoover Institution in Stanford University, from a Feb. 3, 2026, hearing entitled "Strategic Competition in an Unconstrained, Post-New START Treaty Environment." START stands for Strategic Arms Reduction Treaty.
