WASHINGTON, Jan. 30 -- Ankur Narayan, British counsellor for politico-military affairs, addressed the Organization for Security and Co-operation in Europe in Vienna to highlight the mounting human and economic toll of the invasion of Ukraine. Narayan argued that a Russian victory is not inevitable, citing over 1.2 million total Russian personnel losses and a 2025 fiscal deficit that reached five times its original forecast.
