WASHINGTON, Jan. 7 -- The White House Office of Management and Budget issued the following statement of administration policy on a joint resolution (S.J.Res. 98) that directs the removal of the U.S. Armed Forces from hostilities within or against Venezuela that have not been authorized by Congress.
