WASHINGTON, Nov. 28 (TNSFR) -- The U.S. Department of the Interior Office of Surface Mining Reclamation and Enforcement issued a direct final rule to remove regulatory language requiring surface drainage to pass through a siltation structure before leaving a permit area.
