WASHINGTON, D.C. Today, Congressman Troy Downing (MT-02) introduced the Floodplain Enhancement and Recovery Act (link is external). This bill exempts ecosystem restoration projects in regulated floodplains from having to demonstrate no net impact on base flood elevation.
