WASHINGTON, Nov. 7 (TNSFR) -- The U.S. Department of Commerce Patent and Trademark Office has proposed modifications to the rules of practice for inter partes review (IPR) proceedings. The changes would place strong limitations on challenging a patent at the Patent Trial and Appeal Board (PTAB).
