WASHINGTON, Oct. 17 (TNSFR) -- The U.S. Department of Commerce Patent and Trademark Office proposes modifications to the rules of practice for inter partes review (IPR) before the Patent Trial and Appeal Board. The proposal aims to promote fairness, efficiency and predictability in patent disputes by focusing IPR proceedings on patent claims that have not been challenged in litigation or where litigation concluded at an early stage.
