WASHINGTON, Sept. 25 -- The House Agriculture Subcommittee on Commodity Markets, Digital Assets and Rural Development released the following written testimony by Paul Heimel, commissioner in Potter County, Pennsylvania, on behalf of the National Association of Counties, from a Sept. 18, 2025, hearing entitled "USDA's Rural Development: Delivering Vital Programs and Services to Rural America." USDA is the U.S. Department of Agriculture.
