WASHINGTON, Sept. 16 -- The House Agriculture Subcommittee on Nutrition and Foreign Agriculture released the following written testimony by Joy L. Bivens, deputy administrator of Health and Human Services for Franklin County, Ohio, on behalf of the National Association of Counties, from a Sept. 9, 2025, hearing entitled "Exploring State Options in SNAP." SNAP is the Supplemental Nutrition Assistance Program.
