WASHINGTON, Aug. 7 (TNSFR) -- The U.S. Department of Justice is asking for public comments regarding a request from the Tennessee. The state has applied for certification of its legal representation system for indigent prisoners facing capital sentences. This process, if approved, would allow Tennessee to use special procedures for federal review of habeas corpus cases.
