WASHINGTON, Aug. 7 -- The House Natural Resources Subcommittee on Indian and Insular Affairs released the following testimony by D. Andrew Austin, an analyst in economic policy at the Congressional Research Service, from a July 16, 2025, hearing entitled "Puerto Rico's Fiscal Recovery Under PROMESA and the Road Ahead." PROMESA is the Puerto Rico Oversight, Management and Economic Stability Act of 2016.
