WASHINGTON, June 9 -- The Federal Communications Commission has approved a waiver for Shenandoah Telecommunications Co., Edinburg, Virginia, allowing its affiliate, Chillicothe Telephone Co., Ohio, to transition its business data services from rate-of-return to incentive regulation. This decision, outlined in an order by the Acting Chief, Pricing Policy Division, Wireline Competition Bureau, addresses a petition filed by Shentel.
