WASHINGTON, May 30 (TNSFR) -- The Federal Highway Administration, an agency within the U.S. Department of Transportation, has announced the rescission of a long-standing regulation that required State Departments of Transportation to repay federal funds for preliminary engineering if a project's right-of-way acquisition or construction did not commence within ten years.
