WASHINGTON, May 16 (TNSFR) -- The U.S. Department of Energy (DOE) has issued a proposed rule to rescind existing regulations governing grant programs for schools, hospitals, and buildings owned by units of local government and public care institutions, currently codified at 10 CFR part 455. These regulations stem from the Institutional Conservation Program (ICP), established under Title III of the Energy Policy and Conservation Act to provide grants for energy audits and conservation measures.
