FRANKFORT, Kentucky, May 7 -- The Kentucky Public Service Commission (PSC) has approved an agreement allowing Grayson Rural Electric Cooperative Corporation (Grayson RECC) to provide electric service to a customer located within Kentucky Power Company's certified service territory in Carter County, Kentucky.
