ST. PAUL, Minnesota, April 2 -- Gov. Tim Walz, D-Minnesota, issued the following proclamation:

WHEREAS: There are approximately 5.6 million people in the United States living with limb loss or difference; and
WHEREAS: Approximately 2,000 children are born each year in the United States with congenital limb difference; and
WHEREAS: Diabetes, peripheral vascular disease, and trauma are cited as the leading causes of amputation; and
