FRANKFORT, Kentucky, March 20 -- The Kentucky Public Service Commission (PSC) has rejected a complaint filed by William and Charlene Wilkinson against Taylor County Rural Electric Cooperative Corporation (Taylor RECC), citing a failure to establish a prima facie case. The Wilkinsons alleged that Taylor RECC had failed to distribute capital credits due to them after they moved off the cooperative's lines in January 2000.
