WASHINGTON, March 20 -- The Federal Communications Commission (FCC) has granted a low power FM (LPFM) construction permit in Cleveland, Ohio, to Latinos International Festival, Inc. (LIF), while dismissing the competing application from Institutional Community Development Corporation (ICD).
