FRANKFORT, Kentucky, March 12 -- The Kentucky Public Service Commission (PSC) has dismissed a complaint filed by Eric Allen Thomas against Shelby Energy Cooperative, Inc., regarding the disconnection of his electric service and the imposition of reconnection fees.
