FRANKFORT, Kentucky, March 3 -- The Kentucky Public Service Commission (PSC) has dismissed a complaint filed by Thomas J. Grills against South Kentucky Rural Electric Cooperative Corporation (South Kentucky RECC) regarding a disputed back-bill.
