WASHINGTON, Jan. 18 (TNSFR) -- The National Marine Fisheries Service (NMFS), part of the National Oceanic and Atmospheric Administration (NOAA), has issued an incidental harassment authorization (IHA) to the University of Texas at Austin (UT) for marine mammal harassment during a marine geophysical survey.
