FRANKFORT, Kentucky, Jan. 9 -- The Kentucky Public Service Commission (PSC) has denied a motion to intervene in the rate case filed by Delta Natural Gas Company, Inc. The motion was filed by David Smith, a residential and commercial customer of Delta, who argued that the company's rates are "unconscionable" and that service has declined since Delta was acquired by Peoples.
