NORFOLK, Virginia, June 28 -- The U.S. Army Corps of Engineers-Norfolk District issued the following news story:

Col. Sonny B. Avichal will assume command of the Norfolk District U.S. Army Corps of Engineers, in a change of command ceremony scheduled for 10 a.m. July 12 at the Norfolk Waterside Marriott.
