LYNCHBURG, Virginia, May 8 -- The University of Lynchburg issued the following news:

Maj. Gen. Losuba Ludoru Wongo Upele, cabinet minister in the Ministry of Federal Affairs in South Sudan, will be the keynote speaker for the University of Lynchburg's undergraduate and master's program Commencement exercises.
