RALEIGH, North Carolina, Feb. 9 -- The North Carolina Department of Environmental Quality issued the following news release:

The North Carolina Department of Environmental Quality's Division of Energy, Mineral, and Land Resources (DEMLR) has scheduled a public hearing to accept comments on a proposed stormwater permit for International Tie Disposal, LLC, for its facility in Richmond County.
