WASHINGTON, Nov. 4 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following statement on Nov. 3, 2023, by Commissioner Allison Clements on a decision (Docket No. ER22-983-004) involving ISO New England:
