WASHINGTON, Feb. 25 -- Rep. Kathy Manning, D-North Carolina, issued the following statement:

"Vladimir Putin's illegal recognition of the Donetsk and Luhansk regions of Ukraine as 'independent' and the decision to deploy Russian troops into Ukrainian territory is a clear attack against a democratic Ukraine and a significant threat to our allies, European security, and U.S. interests.
"There can be no justification for any Russ . . .
